David L. Keys, BS, MA, CEP Emeritus is a long-time practitioner, teacher, and student of the U.S. National Environmental Policy Act (NEPA) of 1969 with many years’ experience implementing NEPA. He is the former Southeast Regional NEPA Coordinator for the National Oceanic and Atmospheric Administration, National Marine Fisheries Service in St. Petersburg, Florida. He is the former owner and operator of Enviro-Limit, a NEPA consulting company. He is a retired U.S. Army officer.
